Bill asks him 5 times or more... what arm of the federal govt will enforce the penalty when Americans refuse to buy healthcare from the private Wall Street insurace companies. Who is going to enforce the Obamacare mandate to buy HC? The IRS! They are hiring 16,500 new agents to do the dirty deed.
