Gaddafi offers truce as NATO hits Tripoli

Muammar Gaddafi has said he will not quit power and called on negotiations with the United States and France to end the Libyan conflict, in a speech aired on television.

NATO bombs struck a Libyan government complex, damaging two buildings, just as Gaddafi called for a ceasefire in a live speech on state TV.

The targeted compound included the state television building, and a Libyan official alleged the strikes were meant to kill Gaddafi.

"We believe the target was the leader," said government spokesman Moussa Ibrahim. However, the TV building was not damaged, and Gaddafi spoke from an undisclosed location.

Reporters visiting the scene of the strikes were told the damaged buildings housed a commission for women and children and offices of parliament staff.

One of at least three bombs or missiles knocked down a huge part of a two-storey Italian-style building. In another, doors were blown out and ceiling tiles dropped to the ground. A policeman said three people were wounded, one seriously

Slahi's Guantanamo File Full of Dubious Information

They say that the statement that Slahi recruited some of the 9/11 attackers is nothing but a myth, and that they have no information of their own to support such a claim!

The 12-page document stems from March 2008. Anyone who reads it is left with the impression that the prisoner that the report describes is a major player in international terrorism.

According to the first page of the document, which is one of over 700 Guantanamo detainee assessments obtained by WikiLeaks, the prisoner confessed to being a member of al-Qaida and attending its training camp in Afghanistan. The man, who was given the detainee number US9MR-000760DP, allegedly swore "bayat" (an oath of allegiance) to al-Qaida leader Osama bin Laden, and was willing to die as a martyr for bin Laden's cause. He also allegedly stated that his main responsibility had been to recruit volunteers for the terrorist organization in Europe. 

In addition, the Joint Task Force claims in its assessment that the prisoner ran "the al-Qaida cell in Duisburg, Germany." This important piece of information is stated as fact in the file, without any ifs or buts.

But German investigators were, and still are, unaware of the existence of any Duisburg cell. Nor is any such cell mentioned in the files resulting from the extensive investigations conducted after the Sept. 11 attacks.

America's legal shame lives on behind the walls at Guantanamo Bay

That hundreds of classified military documents assessing Guantanamo Bay prisoners should contain large amounts of drivel should not be strange news.

Those who have been following the affairs of Gitmo know only too well that the treatment of detainees was appalling, the slipshod ''intelligence'' interrogations tainted with mistreatment and worse and the military commissions system stacked.

What else could be the outcome of vacuuming up an assortment of foot soldiers from the Afghan civil war, hangers on, and plain unfortunates, rebranding them as global terrorists and sending them to a black hole prison with no legal rights?

Despite the assessments that these people posed a threat to America, and the free world in general, most have now been released. Of the original 750 or so sent to Guantanamo Bay, 172 are still there. Presumably they are the ''worst of the worst of the worst''.

The misconceived intelligence cut both ways. Among those released as being ''of little value'' was a Pakistani who went on a suicide bombing mission three years later.

The lasting damage is to the US and its tirelessly vaunted ''values'' and the allies who slavishly went along with the trashing of the law of war.

World intelligence agencies: Obama's long form birth certificate a rank forgery

From intelligence agencies around the world, the verdict on President Obama's newly-released certificate of live birth from Hawaii is in: the certificate is a rank forgery on the same level as the Niger "yellow cake" uranium and Iraq Oil Ministry forged documents. Intelligence and law enforcement services are experts on fake documents since they have to deal with large numbers of counterfeit documents, such as birth certificates, passports, identity cards and driver's licenses, as well as currency. Intelligence agencies are also experts at forging their own documents for their clandestine agents.

Within 24-hours of the release of the long form Certificate of Live Birth on April 27, intelligence agencies from Britain and China to Germany and Russia examined the document and concluded it was a forgery based on the fact that Barack H. Obama Sr.'s race, listed as "African," was a monumental error, considering that not only the United States, but other English-speaking nations described Africans and those of African descent as either "Negroes" or "blacks" in 1961.

Intelligence experts point out that "African" is a major clue indicating a forgery.

Obama’s Approval Remains at All-Time Low for Second Week in Row, Says Gallup

President Barack Obama’s weekly approval rating remained at its all-time low for the second straight week, according to the Gallup poll.

In the week of April 11-17 and again in the week of April 18-24, 43 percent of the Americans polled by Gallup said they approved of the job Obama was doing as president.

That matched the all-time low for Obama’s weekly approval in the Gallup poll. Previously, Obama had earned a 43 percent approval rating in the back-to-back weeks of Aug. 16-22, 2010 and Aug. 23-29, 2010.

Obama’s weekly approval rating peaked at 67 percent in the week of Jan. 19-25, 2009—the week he was inaugurated.

Gallup publishes approval ratings for the president on both a daily and weekly basis. The daily approval number is based on a three-day average. The lowest three-day average approval the president has ever received is 41 percent. Obama’s three-day approval rating has hit that nadir five times—including for the three-day periods of April 12-14, 2011; April 13-15, 2011; Oct. 21-23, 2010; Aug. 16-18, 2010; and Aug. 15-17, 2010.

Obama’s weekly approval rating peaked at 67 percent in the week of Jan. 19-25, 2009—the week he was inaugurated.

TomTom satnav data used to set police speed traps

Dutch drivers might have wondered how it was that speed traps were always in just the right place to catch speeders. It turned out to be simple enough: if they owned a TomTom, their in-car satnav was spying on them, and the aggregated data about cars' speed was being sold via the government to the police – who used it to set the traps.

The company, which is Europe's largest satnav manufacturer, was forced this week into an embarrassing apology as the revelation emerged alongside its first-quarter financial earnings, which showed weak demand and let it to forecast growing sales from "service revenues" – including, it said, selling data to governments.

In a public apology (repeated in a video on YouTube), TomTom's chief executive Harold Goddijn said the company sold the anonymous data believing it would be used to improve safety or relieve traffic bottlenecks.

"We never foresaw this kind of use and many of our clients are not happy about it," he wrote, and promised licensing agreements would "prevent this type of use in the future."

Normally the aggregated data would be used to tell subscribers to TomTom services how to route around traffic conditions and give improved estimates of journey time. The sale of data to the government was intended to help it understand causes of congestion and accidents.

The Fed Will Make Sure Obama Wins in 2012: Strategist

As we approach next year's presidential elections, the chances of President Barack Obama being ousted by a rival from either side of the political divide are low, according to Thanos Papasavvas, the head of currency management at Investec Asset Management.

“History is very much on the side of the incumbent President and unless we have a double-dip recession with a significant increase in unemployment I don’t believe Obama will lose 2012,” Papasavvas said in an interview with CNBC on Thursday.

“On the economic side, any signs of a deteriorating economic environment will see the Fed enacting QE3 (the third round of quantitative easing, or creating money) and hence indirectly reducing the probability of the economy derailing Obama,” Papasavvas added.

With the Republicans divided and no major rival yet to emerge, Papasavvas believes the American right wing will keep its powder dry for 2016 when four years of fiscal austerity will play into their hands.

“With no credible Republican heavyweight to face Obama, even those who have indicated their intent to run like Mitt Romney are unlikely to burn significant political or actual capital for 2012 preferring instead to wait for the 2016 election,” said Papasavvas.

Ex-Miss USA Susie Castillo sexually molested, TSA “screener” fondled her vagina

A couple of weeks ago, a YouTube video of the patdown of a young girl by TSA officials ignited a stir over the agency's practices. Now a new YouTube video features a teary former Miss USA criticizing airport screeners, alleging they touched her genitals multiple times as part of a "full-body patdown'' after she refused to go through a body scanner.

Susie Castillo, who won the Miss USA title in 2003, said that she felt "violated'' by a female TSA agent at a security checkpoint at Dallas airport in Texas. Castillo, a Methuen native, was also a former Miss Massachusetts. She now works as an actress.

Johns Hopkins expert: Will Minorities Be Left Out Of Health-Care Law Provision?

Hospitals and physician practices that form care-coordinating networks called "Accountable Care Organizations (ACOs)," under provisions of the new health-care law could reap cost-savings and other benefits. However, experts at Johns Hopkins and the University of Pennsylvania warn that such networks could potentially be designed to exclude minorities and widen disparities in health care.

In a commentary appearing in the April 27 issue of the Journal of the American Medical Association, a Johns Hopkins physician says that as a result of new provisions in the Patient Protection and Affordable Care Act, wealthy hospitals and practices may "cherry-pick" similar, wealthy institutions and groups to form ACOs, and avoid poor and minority-heavy patient populations treated elsewhere in order to lower costs and raise quality of care.

ACOs are designed to encourage patients to seek care within their own network, further accentuating the disparities between networks.

In practical terms, writes Craig Pollack, M.D., M.H.S., assistant professor of medicine at Johns Hopkins, hospitals and physician practices that treat a disproportionate share of minorities may be unable to join ACOs and fall further behind in the cost and quality of care benefits likely to occur in such networks.

Fukushima Meltdown May Mean Tighter Rules for Spent Nuclear Fuel in U.S.

The report, "The Future of the Nuclear Fuel Cycle," recommends a multi-decade program of moving spent fuel that now is stored in concrete and steel casks at reactors and decommissioned nuclear plants to a few centralized federal facilities. The authors see this as a stopgap step while an extensive research program investigates the potential for recycling spent fuel to produce new supplies. Spent reactor fuel may be either a waste or a resource, and it may take decades to find out which is true, the report authors conclude.

The 258-page report was nearly completed when the March 11 earthquake and tsunami struck Japan's northeast coast, crippling three reactors at the Fukushima Daiichi nuclear complex and damaging the fuel pool at a fourth reactor. The MIT authors did not attempt to analyze the damage to the Japanese facility.

But they predicted that the catastrophe could lead to new regulations requiring increased investment and operating costs in currently operating and future nuclear plants. "Requirements for on-site spent fuel management may increase and design basis threats may be elevated," the report says.

"The relicensing of forty-year old nuclear plants for another twenty years of operation will face additional scrutiny, with outcomes depending on the degree to which plants can meet new requirements. Indeed, some of the license extensions already granted for more than 60 of the 104 operating U.S. reactors could be revisited," it says.

Will Release Of Obama's Purported Birth Certificate Give Rise To New "Certer" Movement?

This morning’s White House release of President Barack Obama’s long form birth certificate will, of course, do little to derail the “birther” movement, which will now analyze the document with the kind of verve previously directed toward those Texas Air National Guard memos faxed to CBS from that Kinko’s in Abilene.

So here’s a few nutty points about the birth certificate sure to be seized upon by the nonbelievers:

• If the original document was in a bound volume (as reflected by the curvature of the left hand side of the certificate), how can the green patterned background of the document's safety paper be so seamless?

• Why, if Obama was born on August 4, 1961, was the “Date Accepted by Local Reg.” four days later on August 8, 1961?

• What is the significance of the smudges in the box containing the name of the reported attendant?

• David A. Sinclair, the M.D. who purportedly signed the document, died nearly eight years ago at age 81. So he is conveniently unavailable to answer questions about Obama’s reported birth.

Leading article: Revelations that highlight a president's broken promise

Barack Obama is not the first US president to find himself held hostage to a campaign pledge that he has been unable to redeem in office. On the campaign trail, he promised to close the prison that had come to symbolise the most controversial aspect of President George Bush's "war on terror".

Aides to the then president-elect in January 2009 predicted that Mr Obama would issue an executive order declaring the imminent closure of the camp on his first day in office. Two years on, and ten years on from the 2001 bombings in New York, that pledge is unfulfilled – to the dismay of his most ardent supporters on the centre-left. 

Not only are 172 men still locked up in Guantanamo but all real movement to close the camp has been abandoned. Meanwhile, the release of more than 700 classified military documents obtained by WikiLeaks last year sheds new light on why many remaining prisoners have no prospect of being either released or tried, let alone tried before a civilian court, which was another key element of Mr Obama's now forgotten promise.

The latest leaks make it clearer than ever that several hundred men were incarcerated for years on evidence that would never have stood up in a court, either because it was vague or hopelessly tainted. It came either from witnesses who were known to be unreliable as a result of psychiatric problems, or who had been tortured, or who later admitted that they briefed against fellow prisoners to advance their own chances of early release.

Just 8 at Gitmo gave evidence against 255 others

WASHINGTON — U.S. military intelligence assessing the threat of nearly 800 men held at Guantanamo in many cases used information from a small group of captives whose accounts now appear to be questionable, according to a McClatchy analysis of a trove of secret documents from the facility.

The allegations and observations of just eight detainees were used to help build cases against some 255 men at Guantanamo — roughly a third of all who passed through the prison. Yet the testimony of some of the eight was later questioned by Guantanamo analysts themselves, and the others were subjected to interrogation tactics that defense attorneys say amounted to torture and compromised the veracity of their information.

Concerns about the quality of the "facts" from the eight men goes to the heart of Guantanamo's "mosaic" approach of piecing together detainees' involvement with insurgent or terrorist groups that usually did not depend on one slam-dunk piece of evidence. Rather, intelligence analysts combined an array of details such as the items in detainees' pants pockets at capture and whether they had confessed to interrogators — American or otherwise.

Al Qaeda Bomber Worked For UK Intelligence!!

An al Qaeda "assassin" accused of bombing Christian churches and a luxury hotel in Pakistan was working for British intelligence at the same time, according to leaked files.

The files, handed to The Guardian and Daily Telegraph by WikiLeaks, also indicate at least 35 terrorists held at Guantanamo had been radicalised by extremist preachers in the UK.

Abu Qatada and Abu Hamza are identified in the documents as having recruited and sent dozens of extremists from all over the world to fight against the West in Pakistan and Afghanistan.

The revelations come after WikiLeaks released more than 700 secret files documenting the inner workings of the Guantanamo Bay detention centre in Cuba.

It also appears the US government suspected the BBC of being a "possible propaganda media network" for al Qaeda after a phone number for the World Service was found in the possession of several suspected terrorists.

But a spokeswoman for the corporation said: "Independence and impartiality are at the heart of all BBC World Service output.

"The service has interviewed representatives of organisations from all sides involved in the Afghan conflict so it would not be surprising that a number believed to relate to the BBC Pashto service was in circulation."
